MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS

 

Call To Order:

 

The Meeting of the Southwest Lincoln County Water District was called to order at 7:00 P.M., Wednesday, August 13, 2008, by Chairman Donald Tucker.  

Present:

The Board members present were Donald Tucker, Robert Whitson, Daniel Anderson and Gary Hodges. Also present were Pete Gintner, Brianna Garage of the So. Lincoln News, and James Barton.  Board Member Jon Culton was absent.  

Conflict of Interest:

Donald Tucker asked it there were any "Conflicts of Interest".  None were stated. 

Minutes:

The minutes of the July 9, 2008, regular meeting were reviewed.  Gary Hodges made a motion to approved the minutes as presented; Daniel Anderson seconded the motion and the minutes were approved. 

Bills:

The Board discussed the bills for July 2008.  Robert Whitson made a motion to approve the bills for payment; Gary Hodges seconded the motion and the bills were approved for payment. 

Treasury Report:

 

The Treasury Report as of July 31, 2008, was as follows:  the balance of the investments 6/30/08 of $807,353.07 was comprised of—General Fund, $104,557.58; Construction Fund, $92,354.52; Equipment Fund,  $71,023.81 Water Works Fund, $351,667.15, Revenue Bond Fund, $181,111.34 and SDWRF Reserve Fund, $4,638.67.   With the addition of interest for July of $381.96 and a transfer to checking of $45,000.00, the balance in investment accounts is $762,735.03 as of July 31, 2008. 

Generators for Plants:

James Barton updated the Board on the status of funding for this project.  We are waiting to hear from OECDD. 

AT&T Lease:

James Barton attended the August 6th Lincoln County Planning Commission meeting.  Mr. Barton reported that AT&T’s appeal was denied. 

U.S. Forest Service Land Inquiries:

 

 

 

Gary Hodges reported that the use of the existing Forest Service building is not a good idea due to lack of long term control.  Donald Tucker appointed Gary Hodges as the spokesperson to handle communication to lease more Forest Service land near the Blodgett Treatment plant to enable the District to build a storage/office building to accommodate equipment and office documents and for future growth demands.  James  

Waldport Annexation:

James Barton reported that the District received a letter from the City of Waldport informing the District that the City has annexed the Seabrook Tank property.   It will carry the same city zoning designation as the surrounding property – R-1. 

Line Item Transfers:

James Barton presented the line item transfers Carla Young used to cover the raises approved by the Board of Directors for FY 2008-09.

Safety Committee:

The Board reviewed the Safety Committee meeting minutes for August.   

Adjournment:

Daniel Anderson made a motion to adjourn the meeting; Gary Hodges seconded the motion and the meeting was adjourned at 8:27 p.m.
